An advice to the advisors

October 26, 2014

The last three chapters of yOga vRttam deals with the guidance to the counsellors who have mastered artha SAstra from a qualified teacher.

4th chapter is named anujIvi vRttam – The conduct of counsellor (of king)

Firstly, having learnt the science of politics one should approach a king who has Atma-sampat and dravya-sampat. (In this earlier post we discussed about the victory over senses – which relates to Atma-sampat) In simple terms wealth is of two types, one pertains to the internal wealth and the other pertains to external or material wealth. A counsellor should never approach a leader (or king) who has no internal wealth i.e. Atma sampat. If a King is not with both internal and external wealth is approachable then approach one who has good Atma-sampat. Even a person may have all external wealth and laking the qualities of self, all the wealth will be lost due to the association with wrong men (and thoughts!!)

It should be a mutually beneficial as the mentor is seeking a good leader to mentor and the leader is seeking a good mentor for excellence.

Then, having gained the attention of the leader through the righteous means, the counsellor should gently demonstrate his knowledge and experience to the leader. By doing so, the counsellor builds the confidence of the leader. All the advise should consider short term and long term consequences of the decision and should be given without any fear or reservation.

However, a counsellor should never command the king/leader. Only advise as needed. Never show superiority over King.

Give the pleasing counsel in the presence of others, when any unpleasant advice to be given, it should be done in solitude of the King.

Finally, dealing with powerful king is like dealing with the fire. Having understood the circumstances, one should protect oneself first from the wrath of the king as needed.

5th chapter is titled samayAcArikam – balanced behaviour based on changing times (with king for the courtiers)

Anyone working closely to a King should understand the type of work assigned, weather it is internal or external, secret or open/public, urgent or that can wait;

When king is getting addicted to any habits (hunting, gambling, wine or women) they should not be directly condemned. Only the hints of the observation should be given.

Always observe the inGita – expressions and AkAra – gestures of the King. Sometimes to cover up the thoughts, powerful kings display a reversal of feelings like liking and hatred, joy and distress etc.,

cANakya gives some signs of pleased king – offers a seat, listens interestingly, gives time one-on-one, lets you stay (in the room) when others come in etc.,

On the other hand, the opposite indications are of a dissatisfied king.

Not only the kings behaviour should be observed closely, even the non-human beings associated with the king as well should be observed. Here cANakya gives 7 examples of ministers who have left the king observing abnormal behavior of pets and people close to King.

When artha (salary / money) and mAna (honor / respect) are deprived by the king one should leave the King.

Before leaving king, one should introspect the attitude of King and one’s own defect causing the dissatisfaction, and decide. If there is a self defect, being with king, one should try to remedy it.

All the above points are still valid, even in modern day. They are called soft-skills…..

Once the King of Gods (Indra) was very proud. Lord kRSna stopped the yajna and made the Nanda kingdom worship mountain Govardhana on this day (First day of kArtIka month which is also called bali pAdyami – we remember the pride of king bali also has been removed!)

Then Lord Indra made 7 days effort with a great thunder storm, but all his effort gone in vain as Lord kRSna lifted the gOvardhana parvata with a single hand and gave shelter to all those in the nanda-vraja.

Having realized the truth Lord Indra along with kAmadhEnu came down to earth and fell at the feet of Lord kRSna.

These words are spoken by Bhagavan to Indra.

“O lord of amavaravathi! having associated with your wealth you became blind. To cut off the evil force rising from that pride and save you from it, I have stopped the yajna. Who ever ought to be saved from this pride of wealth and power, who are disregarding me (the ultimate power holder!) I will make them powerless.

Follow my direction, stand in your own authorised duty as I ordain, O King of Gods! Do not get the “mada” of wealth and power – That will lead to your prosperity. Go! One riding a white elephant!!”

These words applies to all those who do not recognize the Lord as the ultimate power giver in this universe. Let this govardhana pUja day bring back the humility to the human race.

yOga vRttam – Secret conduct – Part 1

October 14, 2014

In the last post we have reached the end of 4th adhikaraNa called kaNTaka Sodhanam – removing of criminals from the fort and territory.

This first part relating to tantra (Home Affairs – First adhikarana dealt with training, second establishing a structure for governance, third related to judiciary system and forth removing criminals.) of artha SAstra ends with the fifth book called yOga vRttam – secret conduct to be followed by the King in some special situations. It also gives some important directions to the mentor (who is well versed with artha SAstra and guiding the king in primary position).

Overall the fifth book has six chapters, three for the consumption of the King/Leader and three for the people working closely with a King/Leader. I will give the overview of first three chapters of fifth book in this post.

First chapter of yOga vRttam is called dANDa kArmikam: This chapter deals with inflicting secret punishment for those who have acquired public support. The subordinates controlling a section gain popularity in the wrong means and opposing the sovereignty of the kingdom based on local support. In such cases, they can’t be publicly tried punished due to the angering public supporting them.

Primarily there are two techniques used to inflict secret punishment to them using someone close to them – “Apya-prayOgam” or using “dUshya-daNda” by involving them in a corrupt activity through one of the weakness they have.

Second chapter gives techniques to collect unlawfully acquired wealth from certain anti-social elements who are cleverly working around the system and accumulating the wealth but appear as social workers deceiving the public. (kOSAbhisamvaraNam)

In both the above cases, an open action is not possible due to social / communal / political reasons. But the fundamental principle guiding the rAjarShi is the overall welfare of the country / territory. For a larger good, sometimes secret methods should be employed. cANakya clearly mentions this at the end of second chapter.

Third chapter called bhRtyu-bharaNIyam, gives guideline wages to be paid for different positions within the fort and in the government. Highest is for AcArya and purOhita at 48000 paNas a year followed by smAharta and sannidhata getting 24000 paNas, followed by prince getting 12000, followed by commanders of forces getting 8000 goes all the way down to 60 paNas per Annam for servants.

For spy a salary of 1000 paNas per year and based on complexity of task assigned they get additional allowance.

This chapter is added in yOga vRttam as these pays are not to be publicly known.

ఆద్యక్షయః కర్మణ ఏవ లీనాః చికిత్సయా స్యాత్ చరమోదితస్య

— From mAdhavIya Sankara vijayam, 16th Sarga, 10th SlOka.

These words are spoken by BhagavAn Adi Sankara bhagavatpAda to the disciples.

Due to a magical spell of abhinava gupta, who could not digest the defeat of his own matam by bhagavadpAda, Bhagavan Sankara was inflicted by a disease called bhagandhara vyAdhi. When disciples want to treat the disease jagadguru says:

Wise say the disease is of two types. karmakRtam – originated due to actions and dhAtukRtam – originated due to dhAtus i.e, the fundamental building blocks of body. In these two types, the first one is only cured by depletion of karmas and the second one only can be cured by treatment through medicines etc.,

ArOgyam is a combination of righteousness and treatment.
